This strategy envisions C Street not just as a thoroughfare, but as a living gallery. The strategy aggressively targets "blank walls" and unlit facades, reframing them as opportunities for dynamic storytelling and high-intensity visual interest.

The cultural vision is defined by three bold aesthetic shifts: A "Tokyo-Style" Visual Density: Moving away from minimal signage, the plan embraces a "dense, vertical, layered visual identity" reminiscent of Tokyo. This involves signs that extend into the public realm with vibrant colors and motion, creating a "human-scale intensity" that energizes the street without overwhelming pedestrians. The Street as a Nighttime Theater: To ensure nighttime vibrancy, the strategy creates a "luminous" environment through an Artists Neon Program and Projection Art. Blank civic buildings serve as canvases for rotating digital art and historical storytelling, while commissioned neon signage blends artistic expression with business identity to improve wayfinding and safety . Infrastructure as Art: The approach rejects static decoration in favor of functional art. Visual interest is integrated directly into the hardscape—turning railings, paving, and lighting into artistic statements. Blank walls are celebrated as spaces for murals and community messaging, ensuring that the streetscape constantly reflects local culture, diversity, and seasonal events .
