This strategy asserts that C Street must be more than a physical space—it must be a "place" with a clear soul. The strategy combines physical distinctiveness with a deep commitment to social equity, ensuring the corridor is "welcoming to everyone" and reflects San Diego's cultural richness.

The identity vision is built on three foundational commitments: Anchors & Legibility: The corridor is envisioned as a defined journey bookended by "strong destinations at each terminus," such as cultural institutions or plazas that act as visual gateways . To connect these points, the plan implements a "consistent graphic language" for signage that is multilingual and inclusive, ensuring clear navigation for all transit users and pedestrians . A Unified Civic Brand: To combat fragmentation, the strategy establishes a "unified identity for C Street". Through the use of logos, banners, and street graphics, the project aims to reinforce recognition citywide, transforming the street into a distinct brand rather than just a map coordinate. Design for Dignity: The plan explicitly champions a "No Barriers" approach, avoiding "over-policing or exclusionary design". Instead, it emphasizes dignity and belonging by promoting diversity in "jobs, people, art, and ownership," ensuring the street remains a space for all citizens rather than a sanitized zone.
