The approach relies on two simultaneous shifts: Community-Oriented Presence: Rather than relying solely on traditional policing, the plan advocates for a coordinated presence involving police, "ambassadors, and event staff". The focus is on "prevention and comfort, not enforcement-only," utilizing visible but community-oriented engagement to maintain order while preserving a hospitable atmosphere. Reframing the Narrative (PR Campaign): Acknowledging that C Street suffers from negative stigma, the strategy prioritizes a campaign to "change perceptions through storytelling". By actively highlighting successes, new businesses, and events through social media and local press, the goal is to "rebrand C Street as vibrant and inclusive," replacing old narratives with positive proof of change .
