This strategy advocates for a radical reordering of the street hierarchy, explicitly designing C Street as "a place for people first, movement second". The vision moves beyond standard transit utility to create an environment where mobility is active, safe, and integrated into the public realm.

The approach focuses on three transformative shifts: Radical Multi-Modality & Play: The street is envisioned as a "True Multi-Modal" zone that embraces alternative movement. Beyond standard bike lanes, the design explicitly encourages active culture by integrating "skate/bike-friendly infrastructure" such as ramps, curbs, and ledges directly into the streetscape. De-emphasizing the Automobile: The strategy prioritizes "street calming" measures like textured paving and narrowed lanes to enforce low speeds. It goes further by proposing to "remove cars entirely" in feasible segments, utilizing pilot closures during weekends to test car-free zones that reinforce a pedestrian-first identity . Transit Stations as Destinations: To improve the trolley experience, the plan recommends reducing the number of stops to increase efficiency. The remaining stops would be upgraded into "stronger station nodes" with high-quality amenities, transforming them from mere waiting areas into distinct "destinations".
